The probe has been stuck circling the Earth since its launch on 9 November, unable to fire the engine that would take it on to the Red Planet.
Engineers have tried in vain to contact the spacecraft, and Roscosmos deputy head Vitaliy Davydov said the situation now looked very grim.
"One should be a realist," he was quoted as saying by RIA Novosti.
"If we've been unable to establish communication with [Phobos-Grunt] for such a long time, there are few chances that we shall fulfil the expedition now," were his comments reported by the Russian news agency at a press conference in mission control centre at Korolev on the outskirts of Moscow.
"If we establish contact [with the probe] and begin to understand what's wrong with it, then we shall be able to draw some conclusions," Davydov said.
Later, another Russian news agency, Interfax, quoted Davydov as saying that Phobos-Grunt might fall from orbit anytime between late December 2011 and February 2012.
"It is an interesting question how [the probe] will behave. There is fuel on board. If there is an explosion, it is one thing, but if it simply starts falling apart with no explosion, then it is another thing," Interfax reported the deputy head as saying.
The spacecraft weighed some 13 tonnes at launch - double the mass of Nasa's recently re-entered UARS satellite.
What is more, most of the 13 tonnes is made up by the propellants unsymmetrical dimethylhydrazine (UDMH) and dinitrogen tetroxide (DTO), both of which are toxic.
If the Phobos-Grunt mission is truly lost, then professional and amateur groups will be modelling its orbit in an attempt to determine precisely where and when it might come down.
As with UARS, much of the spacecraft will burn up in the atmosphere; but any parts made of high-temperature metals, such as titanium or stainless steel, stand a chance of making it all the way to the surface.
Indeed, it is the fuel tanks that often survive the fall because their spherical shapes enable them to spin up and dissipate heat more easily.
However, the probability is that any debris would hit the ocean, given that more than 70% of the Earth's surface is covered by water. This was the case with UARS and the German Rosat X-Ray telescope that returned to Earth last month.
To date, Phobos-Grunt has been maintaining its orbit, but trackers will be monitoring the spacecraft closely to catch any change in its behaviour.
The probe was built to land on the Martian moon Phobos and scoop up rock for return to Earth. Such a venture would yield fascinating new insights into the origin of the 27km-wide moon and the planet it circles.
The mission was also notable because China's first Mars satellite, Yinghuo-1, was launched piggy-back on the main Russian spacecraft.

Efforts are continuing to try to regain control of the Russian Mars mission that is stuck circling the Earth.
The Phobos-Grunt spacecraft was put in orbit on Wednesday, but failed to fire the engine that was designed to take it on to the Red Planet.
Engineers have been using tracking stations around the globe in an attempt to talk to the probe and diagnose its problems - but without success.
Europe has offered Russia its assistance.
The European Space Agency Spacecraft Operations Centre (Esoc) in Darmstadt, Germany, is now involved in trying to establish a link, using its antennas in French Guiana, the Canary Islands and on the Spanish mainland.
The US space agency (Nasa) has also offered to do anything that might bring the wayward craft under full control.
Doug McCuistion, Nasa's director of Mars exploration, told reporters in a briefing about its own forthcoming Red Planet venture, the Curiosity rover: "We have offered assistance and if they need it, we will provide it to the best of our ability."
Phobos-Grunt launched successfully on its Zenit rocket from the Baikonur Cosmodrome and was dropped off into an elliptical orbit with an apogee (farthest point from Earth) of 345km.
It was then expected to initiate two firings on its big cruise stage, one to lift it higher in the sky and the second to despatch it to Mars. Neither burn occurred.
So far, the repeated passes of Phobos-Grunt over ground stations have failed to yield any telemetry.

The Russian Interfax news agency reported a space industry source on Friday as saying: "Several attempts have been made overnight to receive telemetry from the spacecraft. The result of all of them was nothing.
"The chance that the station could be saved is very, very slim," the translation from BBC Monitoring said.
"Russia's ground systems located at Baikonur and near Medvezhyi Ozera near Moscow will join in these efforts in the evening."
The community of citizen satellite trackers has, though, reported Phobos-Grunt to be in a stable orientation.
Michael Murphy from Dayton, Ohio, posted on Friday: "I just observed a pass of Phobos-Grunt and the Zenit second stage.
"The rocket body was tumbling slowly, and the probe itself appeared to be very steady as it passed.
"I did not get good timing information, but the probe was definitely steady. I saw no other objects along the track the probe followed," he told the Phobos-Grunt thread on the SeeSat-L website.
Fellow tracker Ted Molczan from Toronto, Canada, has been trying to determine the precise orbit of Phobos-Grunt around the Earth, and thought on Friday he had seen the craft rise slightly.
"This could all still turn out to be due in some way to spurious [data], but I suspect the effect is real," he told the same thread. "If venting is occurring, perhaps due to leakage from the propellant system, then the spacecraft could eventually begin to tumble."

If control of Phobos-Grunt cannot be re-established, the focus of interest will very rapidly shift to the spacecraft's certain fall to Earth.
Residual air molecules more than 200km above the planet will generate drag on the probe and pull it down faster and faster - although it could be some weeks yet before there is an impact.

A Russian spacecraft bound for one of Mars' moons has gone off course

A Russian spacecraft bound for one of Mars' moons has gone off course after reaching Earth orbit, the Russian space agency has said.

The unmanned Phobos-Grunt probe was launched successfully on board a Zenit-II rocket, but two engines failed to fire once it reached orbit, resulting in the craft going off course.

Russian authorities say they remain in contact with the craft and have three days to return it to its course before its batteries run out.

Russia is about to launch an audacious bid to scoop up rock and dust samples from the Martian moon Phobos and bring them back to Earth for study.
The dusty debris should provide fresh insights into the origin of the 27km-wide moon that many scientists suspect may actually be a captured asteroid.
The mission is called Phobos-Grunt - "Grunt" means "soil" in Russian.
It is a significant venture also because it will be carrying China's first Mars satellite.
Yinghou-1 is a 115kg probe that will ride piggyback and be released into an observation orbit around the Red Planet.
The mission is set to lift off from Baikonur cosmodrome in Kazakhstan on a Zenit-2SB rocket at 02:16 local time on Wednesday (20:16 GMT Tuesday).
The moon samples could be back on Earth in 33 months' time.
Torrid history
Russia is hoping Phobos-Grunt will finally see it conquer its Martian curse.
Moscow has despatched a total of 16 missions to the Red Planet since the 1960s. None has successfully completed its goals, with the most recent endeavour - the sophisticated Mars-96 spacecraft - being destroyed in a failed launch.
Lead scientist at Moscow's Space Research Institute, Alexander Zakharov, said: "We haven't had a successful interplanetary expedition for over 15 years.
"In that time, the people, the technology, everything has changed. It's all new for us; in many ways we are working from scratch."
Phobos-Grunt is a hefty spacecraft, requiring several elements to complete the tasks of landing on the moon, picking up the samples and then despatching them home.
If you include the cruise stage (and all its fuel) that will take Phobos-Grunt and Yinghou-1 out to Mars, the total launch mass for the mission is more than 11 tonnes.
Phobos-Grunt is scheduled to reach Mars next September.
After dumping its cruise stage and releasing Yinghou-1, the main spacecraft will manoeuvre itself into position to land on Phobos.
Shipped home
Detailed mapping of the moon has been conducted by the European Space Agency's Mars Express (MEx) satellite, and this information is being used to identify a suitable location to land in February 2013.

Once on the surface, a robotic arm will pick up samples of the regolith ("soil"). Some of this material will be analysed there and then, but a portion of it - about 200g - will be transferred to a canister for return to Earth.
This canister and its departure stage should be sent home within a few days of Phobos-Grunt's arrival on the moon. All being well, the canister should fall to Earth in the Kazakh desert in August 2014.
Potato-shaped Phobos is a fascinating target. Although it has been studied extensively by passing satellites, it still holds many secrets - not just about itself, but also the planet below.
It is one of two moons at Mars (the other being Deimos). It has an extremely low density, indicating it probably has many interior voids.
Some scientists think it may be a collection of rocky rubble that coalesced around the Red Planet soon after its formation. Another explanation is that it is an asteroid that came close to Mars and got caught in its gravity.
'Water bears'
The French space agency (Cnes) has provided instrumentation for Phobos-Grunt. The European Space Agency, in addition to its survey information from MEx, will be providing ground support.
US participation comes in the form of the space advocacy group, The Planetary Society.
It is sending its Living Interplanetar Flight Experiment (LIFE) on Phobos-Grunt.
This package of hardy micro-organisms will make the journeys out and back inside a separate compartment in the return capsule.
It will test theories on how living organisms could spread through the Solar System by simulating aspects of the long-duration voyage that microbes could make in a meteoroid that has been blasted off one planetary body and landed on another.
The microscopic participants in LIFE include the bacterium Deinococcus radiodurans, known for its ability to withstand high doses of radiation, and the eight-legged tardigrade (or "water bear"), a microscopic invertebrate that has already demonstrated its ability to survive short exposure to the space environment.

Six men locked away in steel tubes for a year-and-a-half to simulate a mission to Mars have emerged from isolation.
The Mars500 project, undertaken at a Moscow institute, was intended to find out how the human mind and body would cope on a long-duration spaceflight.
It is a venture that has fascinated all who have followed it around the globe.
The study even saw three of the men carry out a pretend landing on Mars, donning real spacesuits and walking across an enclosed sandy yard.

"It's really great to see you all again - rather overwhelming," said European Space Agency (Esa) participant Diego Urbina after stepping through the opened hatch of the Mars500 "spaceship".
"On the Mars500 mission, we have achieved on Earth the longest space voyage ever so that humankind can one day greet a new dawn on the surface of a distant, but reachable, planet."
The rest of the crew - Russians Alexey Sitev, Alexandr Smoleevskiy and Sukhrob Kamolov, European Romain Charles and Chinese national Wang Yue - smiled and waved to family members who had come to greet them at the Institute of Biomedical Problems (IMBP).
The crew has now been taken away into quarantine for medical checks.
"The international crew has completed the 520-day mission," Commander Alexey Sitev reported to gathered officials.
"The programme has been fully carried out. All the crew members are in good health. We are now ready for further tests."
For much of the Mars500 project, the six had only limited contact with the outside world. Their spaceship had no windows, and the protocols demanded their communications endured a similar time lag to that encountered by real messages as they travel the vast distance between Earth and Mars.
At its maximum, the round travel time for a question to be sent and for an answer to be received was about 25 minutes.
This meant having to resort to text media, such as email and Twitter, and video blogs.
Asked before he came out what he was most looking forward to, Italian-Colombian Mr Urbina told BBC News via Twitter: "Meeting my family, calling my friends, bumping into strangers, going to the beach."

There were many aspects of a real mission that could not be simulated in a Moscow suburb, of course - such as weightlessness and the dangers associated with space radiation.
But scientists have expressed great satisfaction with the data that has been acquired, and are looking forward to applying the lessons learned to ever more realistic scenarios.
During the 17-plus-months of their virtual voyage, the crew took part in various studies to assess the effect their isolation was having on their psychological and physiological well being.
Their stress and hormone levels were monitored, as were their sleep patterns, and their moods. The men also carried out an assessment of the benefits of dietary supplements in such situations.
"I can only praise the crew for their courage and their great spirit," said Dr Martin Zell from the European Space Agency, which was a major sponsor on the project.
"They were a brilliant team - they really will finish as a crew and not six individuals," he told BBC News.
Tentative discussions have now begun between the partners on the International Space Station (ISS) about the possibility of doing some sort of isolation experiment in orbit.
Initially, this might simply involve introducing a delay in communications to controllers in Moscow and Houston, US. Ultimately, it could also involve removing crew members into separate modules to give them a taste of what the Mars500 participants have gone through.
Certainly, the partners want the ISS to become more of an "exploration testbed" in the decade ahead - a platform to try out the new approaches and new technologies that will help humans move deeper into the Solar System.
